As I said, that's the not the specific article. This article does say it was always intended for TV from the beginning. It was shot for TV, which is clear given its largely segmented quality. Also, correct me if I am wrong...I don't remember. But I don't believe it was shot in Panavision either...

A quote from Costner I posted several pages back. He basically said that his $38 million guaranteed he could show it in the theater first, which is how he always dreamed for it to be seen, since he paid for it. I found the quote on the AP wire. If you find the quote, I expect you can Google it...

Costner only put up a third of the money for the first film. He got the rest by agreeing it would be a TV series after it opened in the theater. It appears to have been shot in segments to make that an easier task.
