By "complete collection," I meant the four-episode/disk sets. "Complete Collection" is VEI's term for those, which generally include the extras, such as Cagney & Lacey "complete" having the press-Gless episodes and later movies, which the later budget set did not.
The 1990s Untouchables was a quick flop, so no "complete collection" set was ever done, as was for Cagney & Lacey, Cannon and The Equalizer. By the same token, pretty much all the MTM issues/reissues have come out via Shout Factory. I'm surprised they haven't done St. Elsewhere already.
The flippers I want gone, both Fox, are Remington Steele and The White Shadow. Plus St. Elsewhere, but as a complete series set. Those, plus a couple of random Universals, are the only flippers I have.
If it's 17 disks as listed, it has to be the flippers. Singles would make it 24 (six per season) for Seasons 1-4 and another 3-4 disks for season five.
Given that the number of disks (17) on the Remington Steele set is the same number as the number of flippers on the original issue, I figure they're just shrink-wrapping the old boxes together. Even Mill Creek doesn't mix seasons on the same disk, so unless the number of disks is wrong —...
