You might call Ceton. There are some they had issues that got too hot.. some users ended up putting a small fan or open grate by them, this was changed in later revisions.
Ah. Sam, here's a suggestion I've had others run into.. what system are you using the USB tuner on? Make sure it's the only USB device on a USB HA. Remember, USB bandwidth is shared, and the Ceton will milk every damn drop of it ;)
Because all cable cards use HDCP, you'd have to use an external HDMI capture device to do it. If you're getting a lot of blocking, something is wrong. Which model are you using Sam?
Agreed. Make sure you have a multi-band cable card, and that you have contacted your cable provider and they show it as active. You also need to make sure that your digital tuners are connected via USB, recognized and functioning correctly.

I use wired lan throughout our house, and supporting a bunch via WiFi would be trickier... but not impossible. I know several who use HPN (Powerline networking) with very good success.

as far as the buffer goes, it keeps a buffer of whatever you are watching, and if you start recording, it grabs it from when you started watching. That happened in a windows update a long time ago. It's always had a buffer, it's just now also part of the recording.
