Windows 10 update 2004 - rollout issues
@Mike Frezon sounds like the standard Windows app for iPhone (and Android, I assume) that lets you sent links from your phone to your desktop and such. It's not new; I've used it a bit the past few years. If you don't trust the test messages, you can download it directly from the app store.
