did you design the ported enclosure with the lining in mind? the batting will change the volume 'seen' by the driver, so if you don't take it into account it will change the tuning of the speaker.
i think the shiva is dual 8ohm right? i'd try wiring them up in series (don't wire only one of the VCs!) for a 16ohm load, that will drop the output considerably and may be enough. most people building large vented box shivas only use ~200W amps. that's what i have and i've never bottomed...
