My Fabulous Films set of Automan is PAL, not NTSC.
As I recall they used an NTSC->PAL converted transfer so the runtimes are about equal to that of the US broadcast but the discs are very much formatted for PAL equipment.
To the best of my knowledge these countries would rely on dubbing or voice-over, at least that's what is usually the case with the multi-territory dvds and blu-rays that I've entered into databases. They usually also offer subtitles in said languages.
Scandinavia, Finland, Holland, Belgium and likely Luxemburg as well don't dub films or series (unless aimed at far younger audiences) and subsequent dvd/blu-ray-releases are featured with the original audio. Funnily enough, season 16 of NCIS features no subtitles for the Scandinavian market as...

I know and have done so since I first started this thread. I just feel this shouldn't be an "either/or" type of situation which, honestly, is handled better by all other forums that I frequent.

Considering that the story is set in the 1920s and Pippi didn't come about until the 1940s I'm not sure how they'd be able to shoe-horn in that or the plethora of memorable characters she wrote about since then for that matter. Hardly attributed as a fail.
