We never really got any type of the development that you speak for these characters save for maybe a few lines.
You can develop a character without using a lot of flash backs. Too much of that type of exposition and we have "Lost" with Zombies. No one wants that...

The ankle biter scene is consistent with past attacks by dormant walkers.
In the seires premier when Rick is Riding downtown on his horse there are dormant walkers on a bus that are awakened by either his smell or sound. They don't react immediately. The wait until after he had passed them by...
It wasn't all NYC. The Football stadium scene was Heinz field in Pittsburgh.
Perhaps NYC is so prominent because it's the economic.capital of the world. It fits the economic equality theme of the film.
Did they actually fold up into cat ears or did they just look like cat ears? I never got the impression that they folded up into literal car ears. Since it was functional equipment it didn't bother me at all.
Being able to watch the trilogy from beginning to end in basically one veiwing was a fantastic experience. The whole arch played out right in front of me on the big screen was (I know this is such a cleche') epic.
