Ok, so the early Stones albums will be released on SACD, including the compilation Hot Rocks, which includes songs from the album Sticky Fingers. Sticky Fingers, however, will not be released on SACD (different label).

So how are they able to get some of the tracks from the album and not the whole thing?

It was part of the Stones' separation agreement with their former manager, Allen B. Klein, who now owns their '60's catalog.
