i recently became aware of this with amazon
it is up to each individual state as to whether shipping is taxed

even though i live in california, amazon still attempts to charge me extra tax for shipping
i see this because they default to regular shipping, even on items that have free shipping, hoping we will miss it
once i change it back to free shipping, the tax on the order decreases
i have accidentally forgotten to change it, so there have at least been a couple of times where i paid for shipping and the extra tax - no doubt part of amazon's policy - hoping to fool everyone at least a couple of times !!
