According to this review over at The Digital Bits, yes, it is Region B Locked:

Because I live in Canada, not Europe.
How would someone in Europe know if the disc plays in North America or not?

Because people such as myself, who live in NA and that buys several imported BDs each month will see this thread here and possibly answered your question. This area of the forum isn't just frequented by people not living in NA.battlebeast said:

I own this and am so happy I went with a BD region free Oppo as the picture and audio quality of this release is excellent.
