Using WiFI to control IR remotes via XBMC-would this work/Media center Qs (1 Viewer)

Alright, so I have a problem. I have about ten different things im using as remotes to control all of the crap in my home theater. I need an IR ONLY for my cox cable box, and I'm trying to use my IPAD to control all of the following devices without losing ANY functionality: My Yamaha reciever (I use their app, which works fine), Samsung smart TV (their app sucks, and doesnt work at all, so there is remote number two), My PC (still figuring that one out, but it looks like i can use the XBMC app to control it), the cable box ( Cox is my only option, their app sucks, and as far as i know, the box only works off of IR, hence my need for an adapter which i'll get to in a minute), PS3, which i only use for BLU Rays, so I'll need something to give me the basic menu and FF/REV controls. I also have an xbox 360 and XBOX One, but I only use those for games.

So I actually have a few problems.

1.I want to eventually use XBMC as my primary OS for the PC because I want to use it as my media center/ Internet HUB that i connect everything else to the internet through

2. I only want to use the IPAD as a remote for all of my media center functions. This includes controlling the Yamaha reciever, the PC, and the cable box (My only real problem) and preferably turning everything on/off or waking/putting to sleep.

I also have a samsung bluetooth keyboard for the smart tv, which i use for the PC, and I'm putting a wifi tablet in the car as my head unit. There is an ability to somehow give this thing commands via wifi for things that would equate on the PC side to running command scripts, so i want to be able to do that, and send it media files via wifi. This is going to end up being a huge, probably over complicated network, so any advice/software/remotes that people can sugguest would really help out. And i already looked at what logitech has, but i dont need to spend the money, i like things that are DIY/open source as long as they have the addons/software to back it up, which XBMC does.

Should have bought a Galaxy Tab.

It has IR already for what it can't control with an app.

Even Samsung's remote set up feature asks you which function to default through...app or IR if you have both(and if the function you are doing only functions one way...and other tasks function the other...it switches back and forth).

Plus, the GT can(as an overlay window) be used as the keyboard for your computer...while being the remote control.

I already have the Ipad. I didnt buy it specifically for this, ive had it for a couple of years. I want to use it mostly because i have it laying around, and on screen keyboards suck for doing any type of work. The keyboard isnt really the problem I'm trying to solve, its the lack of an IR output. If i found a galaxy 3 tablet that was cheap enough-like fifty bux- I wouldnt have a problem with it. I just need something that converts WIFI, or blue tooth to IR, so i can control the cable box, thats basically it as far as the remote problem is concerned.
