Could be good; could be "meh," depending on how this is executed. Huge fan of Greg Rucka and Ed Brubaker's run on Gotham Central, which this premise strongly resembles, so it all comes down to the particulars. If they try to "CW" this, forget it.

A gritty, realistic, grounded police procedural set in Gotham City? Yes, please. Another Birds of Prey? No thanks.

Yeah I agree. I think I'd like it better if it was set during Bruce's reign as Batman rather than before it. Both so that Gordon and his team could grapple with the famous rogues gallery, and so that you could have Batman in the shadows as this sort of urban legend that could be touched upon from time to time.

TVLine: Fox president Kevin Reilly confirms "Gotham" has rights to all major Batman characters including his entire rogues gallery

Based on the article, it sounds like the show will open with the murder of Thomas and Martha Wayne with Bruce approximately age 12 and conclude with Batman putting on the cape for the first time. While James Gordon will be the protagonist and foreground character, the show will play out Batman's origin story in the background.

It'll all come down to the execution, but so far it sounds exciting.

Robin Lord Taylor has been cast as politely sinister and fiendishly clever Oswald Cobblepot, a low-level criminal.Sean Pertwee has been cast as Alfred Pennyworth, ex-marine and fiercely protective guardian to the recently orphaned young heir to a major corporate empire.Zabryna Guevara has been cast as Gordon's boss at the GCPD.Erin Richards has been cast as Gordon's fiancee, Barbara Kean.

More casting per TVLine:
[*]David Mazouz ("Touch") has been cast as the newly orphaned young Bruce Wayne
[*]The dancer Camren Bicondova has been cast as young pickpocket Selina Kyle
[/list]Mazouz was fantastic on "Touch". Look forward to seeing what he can do with a role that offers a broader range.

Growing up in Gotham City’s surrounding suburbs, JAMES GORDON (Ben McKenzie, “Southland,” “The O.C.”) romanticized the city as a glamorous and exciting metropolis where his late father once served as a successful district attorney. Now, two weeks into his new job as a Gotham City detective and engaged to his beloved fiancée, BARBARA KEAN (Erin Richards, “Open Grave,” “Breaking In”), Gordon is living his dream – even as he hopes to restore the city back to the pure version he remembers it was as a kid. Brave, honest and ready to prove himself, the newly-minted detective is partnered with the brash, but shrewd police legend HARVEY BULLOCK (Donal Logue, “Sons of Anarchy,” “Terriers,” “Vikings,” “Copper”), as the two stumble upon the city’s highest-profile case ever: the murder of local billionaires Thomas and Martha Wayne. At the scene of the crime, Gordon meets the sole survivor: the Waynes’ hauntingly intense 12-year-old son, BRUCE (David Mazouz, “Touch”), toward whom the young detective feels an inexplicable kinship. Moved by the boy’s profound loss, Gordon vows to catch the killer. As he navigates the often-underhanded politics of Gotham’s criminal justice system, Gordon will confront imposing gang boss FISH MOONEY (Jada Pinkett Smith, “The Matrix” films, “HawthoRNe,” “Collateral”), and many of the characters who will become some of fiction’s most renowned, enduring villains, including a teenaged SELINA KYLE/the future CATWOMAN (acting newcomer Camren Bicondova) and OSWALD COBBLEPOT/THE PENGUIN (Robin Lord Taylor, “The Walking Dead,” “Another Earth”). Although the crime drama will follow Gordon’s turbulent and singular rise through the Gotham City police department, led by Police Captain SARAH ESSEN (Zabryna Guevara, “Burn Notice”), it also will focus on the unlikely friendship Gordon forms with the young heir to the Wayne fortune, who is being raised by his unflappable butler, ALFRED (Sean Pertwee, “Camelot,” “Elementary”). It is a friendship that will last them all of their lives, playing a crucial role in helping the young boy eventually become the crusader he’s destined to be. GOTHAM is based upon characters published by DC Comics and is produced by Warner Bros. Television. Executive producer Bruno Heller (“The Mentalist”) wrote the pilot, which will be directed and executive-produced by Emmy Award nominee Danny Cannon (the “CSI” series, “Nikita”).

This show certainly has a great look to it already with the cast. As with all things, much will depend on the writing.

I will admit I had some major doubts about this and was going to take a pass because I have so many other shows I watch.
But, after watching that trailer, I'm going to give it a chance. Not bad.

Great interview with showrunner Bruno Heller on the direction of the show:

Sounds very promising.
At the very least, he's not lacking confidence -- saying that his actor is the best to ever play Bruce Wayne, that his television show will be better photographed than Nolan's IMAX movies, etc. -- he at least believes in his show.

He made The Mentalist very entertaining for most of its six season run, so I'll definitely be giving this one a chance.

One thing that sort of annoyed me is that lack of super powered beings. Why do these superhero show always seem to shy away. Its based on a comic book world where super powers exist. That being said. I am not saying they need to use super powered heroes/villains all the time or even in the first season or so. But, to completely ignore them like the Batman trilogy kind of irks me. Even some kind of brief mention or news report about something would be ok.
