Cannot hear wispering and low talking on TV (1 Viewer)

When viewing HD programing, I can't hear low sounds very well. When I turn up the sound, all the other sound is too loud. I need to know what options I have? I mostly get programs from my XBOX 360. Will a sound bar work? I really don't need a lot volume. Please give me some suggestions.

Does your TV(which is???) have any form of Dynamic Range Compression?
You could buy a soundbar and raise the center volume while using DRC.
But we need some form of an idea of budget to really give you any recommendations...but for starters, this would help...
