So I know cable boxes run 24/7 even when off. I just got a new box (Motorola NRG-150), and it's pretty hot on the top. Anyway to help it dissipate heat better? A laptop cooler would probably work, or an external fan, but they would only work when the box is on.

in its not in a cabinent, while it runs hot it should be OK.  The power draw is going to be just about the same regardless if its on or off, so you may as well leave it on so the outlet will always be on.  When it comes to cooling Active Thermal Management is the best, and if you really want to do something anyway I would use this: http://activethermal.com/page8.html
