"Audio out" question/issue

Hello all, I set up a new tv. I went with a new Yamaha rx-v671 receiver to support HDMI switching. I chose this unit because it looked to have a standard "audio out" RCA pair. It's not working as expected though. I connected Audio Out to an external power amplifier and the sound level stays at a fixed level (very loud) - independent of the volume control level. I reviewed the manual. For the Audio Out jacks It says, "for outputting audio to a recording device (tape deck, etc.) when an analog input (V-AUX, AV5~6, or AUDIO 1~2) is selected." I am not using analog input (my comcast set top box and home theater PC for example are both connected via HDMI.) The signal comes through the Analog audio out but the level is fixed.. Any idea why?
