Is this the first time we're being offered a 2-disc BD release with a different 1-disc BD release (barebones vs. special edition)?  I can't recall another one. 

And the "MSRP"s are only 99-cents different between the two Blu-ray releases?

As near as I can recollect, this is the first time we're being offered two distinct Blu-ray releases of the same title with differing content (extra bonus features).

Interesting duo BD release for sure.
As I wondered in the other related thread, maybe this means the main disc won't have a bloated BD-J/BD-Live implementation on it and will load/navigate/play much quicker/smoother than otherwise (and the old remember-where-the-film-stopped feature might work once again to boot).  That could end up starting a good trend for the film presentation itself despite the potential for a bad trend in street pricing.

Also, it's interesting that Sony's finally showing digital copy support for the PSP (albeit via the 2nd BD disc) although it's not a big deal to me.
