Why is there no vice-President?

I got into this series late. Like, the season finale last year and the premiere last week.

The VP, played by Tim Matheson resigned at the end of last season. Pretty much the next episode was the kidnapping of Zooey. So they never had time to appoint a new VP.

What was the reason for the resignation?

The VP resigned because he reavealed classified information to a woman he was having an affair with. It turns out the said woman was planning to reveal that information in a "tell-all" book that would have given the administration a black eye.
