Victor Fleming (and probably Mervyn LeRoy) willfully chose not to include the Scarecrow Dance in the Wizard of Oz and never deviated from this decision in his lifetime. Re-inserting it would certainly be against his expressed wishes.

That doesn't mean the director didn't express his wishes about the inclusion of certain footage while he was alive. Even after his death, reinserting such footage would still be against his wishes.

Yes, that's true. I interpreted the comment to mean that the rerelease was of a film by a director still living. It would seem I was wrong in my interpretation.
