What's the best TV for under $400?? Also, does Apex make good TV's?? (1 Viewer)

For under $400 I'd be looking at JVC and Sharp in a 27" size. Both are reliable sets with decent picture quality from mfgs that have been in business for many many years.
Apex has a pretty well deserved reputation for poor reliability--cheap stuff that may require multiple returns to get one that works properly in the first place.
