According to VCDhelp/DVDrhelp, under dvd compatibility, it says the Tosh SD3109 is compatible with DVD-R and DVD+R

I can confirm that the 3109 does play DVD-R. I've mastered severla DVD-Rs, and they play on both my Tosh 3109 and Panny RP-91. I did have the firmware in the 3109 updated a while back.
