One of my university's cable channels has been showing Dick Tracy with subtitles, but they couldn't be more foreign to me. Anyone know what language this is?

Chinese keyboards are (pretty much) the same as ours, but have their phonetic system characters labeled with ours with stickers. I don't think I've seen them already printed on from the factory, but I'd be surprised if there weren't any like that.
