On the main page of the netflix website it says prices start at $11.99 but everywhere else on the site it says it is $17.99. What do you have to do to get the 11.99 price or what are the restrictions on it?

They have a 2-at-a-time (4 rentals a month) for $11.99 rental program. All other programs do not limit the number of DVDs you can rent in a month.
