She would not "have turned", she already was turned.
I.m.o. the movie makes it very clear when, namely when she fell in love and knew to be loved by this American spider man. But much more specifically: when she took the oath, her pledge as a CIA agent. The words are all repeated by her in her "explanation scene".
(All I've viewed was the Extended version - yet - so I don't know if this makes sense to anyone seeing one of the other versions.)
