    The voters of Seattle are going to decide whether to build a new above-ground freeway or start their own "big dig".

    They'll probably vote for a new above-ground freeway. Building a new underground tunnel in Seattle would cost way too much money and also with modern structural design, a bi-level freeway viaduct can withstand earthquakes pretty easily.

    Yeah, my intital first thought was that having an underground freeway in Seattle is asking for trouble.
