The explanation is simple. If Saunders makes a mistake earlier in the story then the season is over and "24" becomes "10 or 12." Since the season is wrapping up they need to have him be careless to bring the story to an end. Villains always get dumber as the climax draws closer. Otherwise, the story would never end. I'm surprised he didn't realize CTU would discover Jane in the first place.
