True upload/download speed, how do I know what it is?

We have had FIOS for six months or so now and according to paperwork our Internet speeds are 25/25.
Using an app on the iPad my speeds are usually more like 15-18/4-7.
That can't be right can it?

Once in awhile the dl speed gets above 20 but the upload is never higher than 6 or 7.
I never upload anything so that isn't so important but the dl speed is.

I just did that speakeasy speed test, Tony and it told me my DL speed was 24.35mbps and my UL speed was .97mbps. 

 

I'm using T-W's RoadRunner via a wireless router. 

 

I am ignorant if those are good scores or not.  Sounds like my upload time is pretty slow compared to yours.
