Small Distributer of movies not released on DVD

I'm a indy filmmkaer and always interested in the distribution part of films. I see that once in a while places like Wal-mart have small horror or thriller 3-4 movies to a DVD. Some older movies that i saw in the 70's to late 80's. They were either direct to Video movies or they played in the theaters. I would be interested in learning how to acquire a movie or two to distribute. Is there information out to learn how to acquire the license for films/videos that can be released on to DVD/Blu-ray? I go to Amazon and notice there are movies that are on VHS put not DVD. I'm really interested in finding smaller films (thriller, horrors) where smaller production company's or smaller defunctioning studios are just sitting on the films not making money for them but if they had an opportunity to give it to a distributer would they do it and how would a person go by acquiring the movies. Any inforamtion on the net for these company's.

I know there is a way to acquire old black and while cartoons/movies out of the domaine but i'm interested interested in late 70's to late 80's.Even movies that didn't get released to the public that are on shelves.
