Kurtwood Smith as Clarence Boddicker in Robocop.  "Can You Fly Bobby?"  "Ooooo, GUNS GUNS GUUUUNS!!"  "You don't think I'm a very nice guy, do you?"

 

Most these days only remember Smith as Red Forman on That 70's Show.......not I.

He wasn't the first actor to push that Psycotic Charm level to make you love to hate him......I mean I was thinking that my only choice would be Malcolm McDowell as Alexander DeLarge in A Clockwork Orange but, as we all know, he is our hero and humble narrator.

Great pick, Kevin!  When That 70s Show first started, I thought that making Clarence Boddicker Eric's dad was one of the most brilliant casting decisions in TV history. :)

Being a child of the 70s I have to give it Vader too.

 

Heath Ledger's portrayal of the Joker deservedly gets much praise, but I really like Jack Nicholson's Joker too, and of course he was magnificent in The Shining too, although it could be argued that the hotel itself was the real villain.

 

Other than that:

 

Christopher Walken and Gary Oldman in True Romance, two AMAZING scenes.

 

Oldman's channeling of Ross Perot in The Fifth Element too is pretty hilarious.

 

Kevin Spacey was great in both the Usual Suspects (spoiler alert! biggrin.gif) and Seven.

 

And Kathy Bates for a female choice was great in Misery. 

 

Daniel Day Lewis in There Will Be Blood is worth mentioning too.

I don't find most SF and blockbuster film villains very compelling (except Rickman, who is always a treat).

 

However, I would not like to meet any of these movie bad guys in daylight, much less in a dark alley.

 

Bobo, the bookie and underworld figure played by Pat Hinkle in The Grifters. This is one cold, cruel SOB....

 

Mortwell, the crime boss played by Michael Caine in Mona Lisa.

 

Teddy Bass - mobster played by Ian McShane in Sexy Beast.

 

Now those guys are SCARY. And so is Bardem's epically evil Anton Chigur in No Country For Old Men.

Hard choice.  But the first one that came to mind was...

Bates was awesome.  But this probably isn't my favorite, just desires some props though.

And as I mentioned psychotic charm in my first post......how the hell could we forget the incredible Robert Walker's career defining portrayal of the truly charming killer Bruno in Hitchcock's Strangers on a Train!
