Can someone please explain to me what the hell was going on in the movie?  It was just so incoherent to me.

A father is the only witness to his daughter's murder by an evil corporation.  The father kills those responsible for his daughter's killing.  A government operative decides to get a conscience after hearing own death sentence from his doctor and decides to terminate those in the government responsible for covering up those prior killings.  Both the father and the operative are killed in the process, but the payback is completed.
