Good basic DVD editing program?

I am not looking for anything fancy or expensive (freeware would be great if it exists) but what is a good software where I can take pieces of uploaded DVD title tracks and edit them into one title.

I am looking for something that I can edit accurately with and perhaps control the audio level of (since different recorded tracks can have different audio levels). Other than that, audio is not too much of a concern (I won't be giving the DVD's 5.1 tracks or anything like that).

But I am a total dummy on this and don't know where to begin.

I'd agree with nero.  Even the express version (which you can get free with a rom drive or at many places) has basic DVD features; and it's pretty straightforward to work with.

No bells and whistles, but it simply works.
