Proper PAL to NTSC conversion

I've always gotten by with the cheapest Region Free DVD player I could find, a Philips DVP5140.  It's given me no problems for a long time, but I've recently acquired 2 PAL DVDs that have very jumpy movement when I play them.  If I go into my player settings and tell it I have a PAL Television, the problem goes away, but the image is smaller on my Television with black bars on all 4 sides, which is less annoying, but still annoying.

I'm curious what is the best solution to fix this?  I've heard there are certain DVD players that are better at converting a PAL signal to NTSC, would this solve my problem or is the issue with my discs?  I have software to rip the movies onto my computer, is there a way I can convert them and burn them to more properly playable DVDs?

Assuming these are copy-protected DVDs, this topic can't be discussed here. See HTF Rule 5:
