Since the "Best" is what's requested, I'm limiting it to one per decade. Here goes:

50s -- The Honeymooners

60s -- The Fugitive (nothing else is even close)

70s -- Mary Tyler Moore (edging out MASH)

80s -- Hill Street Blues (edging out St. Elsewhere)

90s -- Law & Order

00s -- ???? Maybe the end of the decade will bring something worthy of being called "Best"

Difficult to pick just 1....so I can't
I included shows that started in the decade[s].

50's: My knowledge of 50's shows is limited.

Drama/Action: Perry Mason
Sitcom: Donna Reed Show
Western: Lone Ranger & Rawhide

60's:

Drama/Action: The Fugitive & Combat!
Sitcom: Dick Van Dyke Show, Bewitched, Hogan's Heroes
Western: Big Valley

70's:

Drama/Action: Bionic Woman (mainly for S1), Centennial (miniseries), Rockford Files
Sitcom: Barney Miller
Western: How the West Was Won (miniseries..not availible officially)

80's:

Drama/Action: Shogun (miniseries), Winds of War (miniseries), MacGyver
Sitcom: Who's the Boss

90's:

Drama/Action: Earth 2, The Pretender, Lois & Clark

00's: My knowledge of this decade is near 0

Drama/Action: Firefly
