Dish 6000 OTA without satellite

I own a DISH Network 6000 receiver with the OTA module. I no longer
subscribe to DISH service, but would like to use the 6000 to receive just
the OTA signals (my TV does not have a digital tuner). If i connect up
the box, I enter the setup menu and scan for the OTA signals. But
I can't "tune" to them because the box looks for a satellite signal when
I exit the setup. Is there anyway to use the box this way.

I remember when I had satellite service and the signal was lost (due
to bad weather), I think I could tune to the OTA stations.

Probably not, the DirecTV receivers will only active OTA if the receiver is activated by subscribing to DirecTV programming. I assume the DishNetwork receivers work the same way and your testing seems to confirm that.

Now that DirecTV provides local HD programming their new receivers do not include the ATSC tuner. This is another way for DirecTV to reduce costs.
