Can standard definiton be encoded and played back at 24p like HD-DVDs and Blu-ray or are they limited to just 25/30p?

Yes, film sourced DVDs can be output at 24p in principle. HTPC, some HD-DVD & Blu-ray players can do it, probably have to web search to find out exactly which models. Normally it's 60i or 60p in NTSC countries.

I don't think they can, actually. The DVD standard is based on the PAL and NTSC broadcast standards which use 25fps and 60fps. Digital television supports a range of frame rates and resolutions, but the earlier analog standards didn't and I don't think you can do 24fps using them.

Aren't the films stored on the disc at 23.976p and then 3:2 pulldown is added to the signal when conneted to a SD monitor?
