Layout of the upper portion of site pages

I have some comments and a question regarding the layout of the upper portion of most pages on this site. Please don't take this as a whiney complaint, but as constructive criticism.

There seems to be a large amount of confusing and wasted space at the top of every page. By that I mean the 24-30 tabbed items spread across 3 or 4 rows, the 2-3 search windows, the dead space on the sides of banners and to the right of the site logo, and the redundancy of several of the links and tabs. In most forums, these items take up over 1000 pixels of vertical space which is enough to require scrolling down a full page on a large monitor to get to the threads in each forum.

Is it possible to streamline this layout so that it is more appealing and less confusing? I realize that some items, such as banner ads, are certainly required to provide revenue and can't be touched, but it seems like there could be a bit of tightening up amongst the other items and spaces.

How would you go about changing this then? How would you recommend putting them all together in a location that would be intuitive to click on to get to a particular area? Do you have any examples of web sites that you like the layout?
