Forbidden to ask how to extract movie clips for presentations?

I'm trying to learn how to extract movie clips from my DVDs to use in my Toasmasters presentations. For example, I'd like to extract a 2-min segment from Lord of the Rings, re-encode to a smaller format, and embed in a PowerPoint presentation on the use of Enya music in movies.

Is this question out of bounds per the HTF ban on discussions about "making illegal video copies"?

Yes, because it involves defeating the copy protection scheme -- a subject specifically prohibited in the HTF Rules.
