There's some discussion of this set over in the FotR thread in the Movies section. In
this post someone copied an interview about the set, in which it was stated that the tracks would be on the long side:

I won’t tell you the exact breakdown, but it looks like there will be over 30 tracks split between the three discs. Personally, I think it’s great. This is not a sound-bite type of score. |
Given this, the 7 tracks on CD 3 makes sense, as there was a lot of music without many breaks near the end of the film. These will probably all be long tracks. "May It Be" is probably heard as part of the final track, which I imagine is the final few minutes of the film and the entire credits sequence.
Another interesting tidbit from that interview:

This is not too surprising; as we all know, "The Breaking of the Fellowship", while a great track, differed quite a bit from what we heard in the film.
