Were Monogram titles licensed from MGM or via some other arrangement?

Found this post that explains some of this - it's pre October 31, 1949.

Most of pre-1949 sound films from Paramount are with Universal, including this one. There are some exceptions like The Miracle of Morgan's Creek (picked up for a Jerry Lewis remake Rock-a-Bye Baby), but most of the time this holds true.

These titles were purchased back by TCM/Warner and released on DVD-R in 2008 - I don't think any of them are in PD. Besides Of Human Bondage that Kino already released on blu-ray from Library of Congress restored print, other RKO pre-codes in PD are The Animal Kingdom (1932), Behind Office...
