The same thing is happening to me right now. The thing is if you put in a brand new disc it reads the disc right away. It only happens if the disc has some scratches on it. Both discs that it does this to have scratches the rest that are perfect boot up fine.
Unfortunately both discs worked fine on the new unit that I purchased but don't work on the crappy refurbished unit that they sent back. I'm going to try resurfacing one of the discs tonight and I'll let you know how that works. (I have my fingers crossed.)
Update: Disc is now in perfect shape and still will not load. I called Microsoft last night and I will be getting the return box in the mail. This is already my second 360 so I'm hoping the third one is the charm.
