DVD rot solutions?

After reading the many well-written and thoughtful posts concerning the DVD rot that is occurring with many sets, I wondered if anyone could please tell me if paper sleaves with a "plastic window" like these from Memorex are "safe" to use for storage?

Amazon.com: Memorex CD/DVD Paper Sleeves with Window (50-Pack): Electronics

Also, someone suggested the super slim black double cases from Shop Tech.
Just curious, what makes them safer than the original cases the DVDs in question came in. Couldn't these also develop the oil?

Thanks for ANY answers.
