Those slim cases are neat and attractive, but there always seems to be one in every set that simply won't stay snapped shut.

It's the same story with M*A*S*H. Series creator Larry Gelbart was willing and eager to participate in the DVDs, but Fox never asked him.
I think the disappointing sales of The Mary Tyler Moore Show has had a major influence on how Fox releases classic TV shows on DVD. Unlike new shows, which typically have a wealth of readily available background material created as part of its broadcast promotion, most of these older shows require that DVD producers create everything from scratch. MTM S1 showed Fox that spending the extra money to do that isn't really worth it, especially if the set doesn't sell. That's why the meager extras on this set were just two things sitting in the archive.
If this set goes through the roof, Fox might decide to do more on future sets with more attractive supplements. But that seems unlikely, given that a price point has already been established and that the studio might not want to mess with something that already worked. It's the idea of diminishing returns: More extras would raise the price, which would scare away some casual fans and thus lead to lower sales in the future.
