The DMCA makes no provisions for digitally copying a copy protected digital recording in the US. As it stands now, the Copyright Act allows for making direct digital backup copies of digital recordings that don't uise digital copy protection. If somebody assumed that the Copyright Act prevents a law from being passed that limits copying of protected property, I would like to see the provision of the Copyright Act that states that. Recording the analog output of a DVD-A is legal even when the recording uses digital copy protection.
The question you asked, "Can I backup my DVD-Audio discs?", can be answered simply, not legally in the US, read the DMCA. The law may be untested, but it isn't unclear, and my personal opinion is that it is unlikely to change. Consumers have the right to not purchase DVD-A, Blu-ray or you name it that uses such restrictions. Rights owners can provide for managed copies, but I don't recall that ever being used with DVD-A.
