Hi, in his movie "Cops" there was a large chase scene after he accidently stole a horse drawn cart loaded with furniture. He gets a city's worth of cops chasing him all around. Not sure they are Keystone cops, though. Its on my Kino disc that has The General and The Playhouse on it.

Heck, I reckon you wouldn't even be human beings if you didn't have some pretty strong personal feelings about nuclear combat.

They're not the Keystone Kops, but Cops is almost certainly the movie you're thinking of. Hordes of Keystone-like cops chasing Keaton through downtown Los Angeles.

Buster ends up shutting himself in jail, and giving himself up, IRRC. dl
