volume control for a wall...any recommendations?

Looking for a volume control for a wall. I already have everything roughed in. Wanted one with an on/off capability but can't find one. Radio Shack has controls for $30-40. I have one already but when I turn it all the way down, I can still hear a faint signal if the amp volume is up load enough.

Niles makes volume controls that are off when turned down to the lowest setting. I put 6 Niles impedance matching volume controls in my dad's house and they all have no sound at the lowest setting...the only one that doesn't turn off completely is the 7th volume control that is made for outdoor use and I'm not sure what brand that one is.
