Partially because they move so slow... A bit of a catch 22... You buy 100 PRs, it'll take a better part of a year to move them. So you have a lot of inventory sitting around not earning money. Note that the VC and motor typically account for about 40% of the cost of a driver, so the savings aren't as big as you think.
Those that want to use PRs are typically willing to pay the price (and considering the benefits of PRs, it's really not too bad of a price to begin with). To them, spending an extra $100 for a DIY sub isn't a big deal, considering the serious performance you get from your DIY unit.
Those who don't want to pay the price typically balk even at really reduced costs (we blew out 100 over-weight PR-15s about 2 years ago at $45 each, and it still took 6 months to go through all of them). Even then, it's still a lot more expensive than $3 worth of ABS pipe.
Bottom line - they're a catch-22 item for a manufacturer/dealer. Those who are willing to pay even a low price for a PR will gladly pay, but the majority of DIYers are typically interested in the best bang for the buck, and it's hard to compete with a $3 piece of tube.
