I know it is a shock these days when you find a hotel that doesn't provide free internet but that is the norm for the strip resort hotels. Their target customer base is not the business individuals. I really believe that the main reason they don't provide it is they want you out of your room as much as possible so they can get more out of you.

FWIW, I would tend to think they are indeed wanting to cater to the business community: from the massive convention spaces in these new resorts to the $13.50 charge for two eggs from room service (plus 17% gratuity and a $4.00 delivery charge), I think it's corporate types with expense accounts who can most easily enjoy the amenities/stomach the prices at some these newer resorts.
Now having said that, I think you hit the nail on the head in your last sentence: although they want to cater to "whales like Hichikawa" (yet another
Casino reference!), the designers of these spaces clearly would prefer you be out of your room. I mean, did you look at that room service menu? Sheesh!
