Where to get the filters to be used with DVE?

a blue filter, try a camera store or something. Mail is pretty fast though, easier just to wait. you can also get blue filter glasses from THX, butit's only blue. the DVE one should come with all three.

I'm pretty sure the filters need to be exactly the right ones to work with the test patterns. You can't just grab any blue or red pieces of transparent plastic and get worthwhile results. If you knew the exact colors or their standard reference numbers you might get something to work in a camera shop, as Chris mentioned, or at a theatrical supply house, if you happen to have one near-by. (Lighting gels come in a variety of colors.)

If time is the most important thing you can always buy another copy of DVE. Otherwise, order them up and wait a few days, as Chris suggested. There's no law that says you have to calibrate your set the day you get it, after all. It isn't like your TV is going to be harmed if you wait. (Well - if you're getting a CRT and possibly a plasma then you might run a small risk of burn in if you run it 24 hours a day for those first couple of days and leave it on the same channel with a logo on the screen or 2.35:1 letterbox or 4:3 pillarbox bars up the whole time. But you could avoid that even without the DVE disc simply by dialing back the brightness and contrast from the 100% level that they're likely set to. Presumably you have the DVE disc since you're only looking for the filters so you can go through the birgthness and contrast (white and black level) settings now and do the saturation and hue settings later.
