Can't help you with that! (I would like to know if it is possible myself )

Why not go to Kinkos or The UPS Store?

U need a fax software. I have done this several times using WinFax or some other shareware. U will use the scanner, ur pc but u also need a modem with a phone line connected to it. I'm not sure if u can use the internet connect. Then again maybe u should ask that company if u can just email it to them as an attachement. Believe me, most people would be more "impressed" that u would be computer savvy.....

If you have windows xp, you can setup your modem as a fax to both send and receive. I think windows 2000 might have it as well.

Is that Fax through Internet (IOW, you do not need a dialup fax modem but just a cable modem) ? I use both XP and 2000, but never had a need to Fax from them, so this is out of curiorsity.

No. To fax through the internet you have to have a subscription with a service, as the fax would have no way of getting out of the internet to the receiving fax machine otherwise.
