First off, it sounds like you have a pretty small, square room (4 m x 4 m, about 13 ft x 13 ft). These are bit tough to work with acoustically, but it can be done.
It would help out to know whether or not you have an existing TV and some existing gear already (like a DVD player, cable/satellite box, etc.), how far you plan on sitting back from the screen, etc. This will help determine what kind of speakers you need and how much power you'll need to drive them at reference level in your room.
You also probably want to define how small is small. If you're looking for "Bose small", there are several excellent packages that utilize mini monitors that are matched up to a powered subwoofer. In a case like this, you just add a receiver and components and you're done. The Mirage Nanostat system is a good example of this.
