Is This A Good Starter System?

Hey guys my current system in a box is crackeling and my right speaker died so its time for a new system all together. My budget is about 1300$. I saw this stuff on sale at bestbuy.ca.

Precision Acoustics Speaker Package. $829.99 (CDN)

Pioneer 7.1 Receiver. (VSX-816-K) $399.99 (CDN)

Right now it's at reg price but i've seen it go on sale couple times before but just never had the money at the time. The speakers then go for 499.99 and the receiver goes for 299.99. That's 430$ saved if you catch the sale. So my question is do you think this is a worthy system? I don't want anything too crazy cause I live in an apartment and it seems like an OK system but I need your advice? Is it good? Is Precision Acoustics a decent brand? Will this system be pretty good for watching movies and listening to music (rap and metal)? I planned on hooking this up to my computer too so I got my whole library right there instead of using CD's. Has anyone ever done this before? What's your thoughts?

Should I splurge on boxing day or wait till this on on sale again(could take a month or two)?

Or if someone could point me in the direction of a good online site that is canadian based that would be great too.
